Since the error message is, "The system cannot find the file specified.", I would suggest reinstalling Dial up 
Networking, and the TCP/IP stack to start. 
  
1. Uninstall DUN and the tcp/ip stack 
2. reboot 
3. reinstall the tcp/ip stack and DUN. 
4. reboot 
5. try it again.
